Steven joined QMPF in 2021, following qualification as a Chartered Accountant at PwC, where he specialised in the asset and wealth management sector. He works across the core sectors QMPF specialises in, with experience including:

• providing financial advice to multiple universities undertaking, and financially closing, student accommodation ‘Design, Build, Finance and Operate’ transactions, including a >£300m scheme in 2025,
• providing buy side advice for M&A transactions in the anaerobic digestion sector, including portfolio analysis, model management (vendor and bid models) and valuation,
• providing bid side advice to a private sector consortium for a public procurement in the district heating sector,
• advising an NHS Trust in the >£200m refinancing of a PFI project,
• advising a University in financing its transition to net-zero, from an initial capital structure analysis through to a successful fundraising via debut private placement, which was delivered under a green financing framework,
• supporting the completion of business cases for district heating networks and solar PV installations, including financial modelling, sensitivity analysis and commercial advice,
• developing a tailored financial model for a retirement living enterprise, to assist in the evaluation of pipeline developments, and presenting that model to a prospective senior funder,
• providing financial advice and modelling support to a Council to facilitate a successful bid into the ‘Contracts for Difference’ regime, attaining revenue support for a remote island wind project.

Steven graduated with an MA (1st Class Hons) in Economics from University of Glasgow.

Rebecca joined QMPF in January 2019 and has been involved in a variety of projects in the education, renewable energy and infrastructure sectors.

Rebecca’s experience in the higher education sector includes supporting Royal Holloway, University of London to secure a £60m private placement and providing options appraisals on debt raising.  She is currently advising several Universities on the funding and development of student accommodation.

Rebecca also provides financial advice and modelling across a range of renewable energy projects. Her experience includes the valuation of an anaerobic digestion plant and advising Dundee City Council on its Dighty Corridor district heating network, which involved the development of a financial model, sensitivity analysis and drafting of the financial section of the Investment Grade Business Case.

Her experience also includes the delivery of monitoring models for a number of hub projects in Scotland.

Rebecca graduated from University College London with a MA in Latin American Studies and from the University of Edinburgh with a MA Hons in Spanish and French (spending a year abroad at the Sorbonne University, France, and the Universidad de Salamanca, Spain). Following her undergraduate degree, Rebecca spent two years teaching English in Mexico through the British Council English Language Assistant programme. She is a Chartered Accountant, qualifying with PwC’s Assurance practice.

Douglas joined QMPF in 2019 and is an Analyst in our advisory team providing financial advice and support across a range of projects in renewables, education and infrastructure.

Douglas has been involved in a range of renewable energy advisory projects since joining QMPF, predominantly in the anaerobic digestion space, advising on both operational and greenfield assets.

He has also been involved in a number of remits assisting universities in assessing available options for raising or refinancing existing debt to support their campus development plans and has been part of a team advising on the funding and development options for student residences. Douglas also has experience of financial modelling on projects across QMPF’s core sectors.

Prior to joining QMPF, Douglas was an investment manager managing private client portfolios. He is a CFA Charterholder and graduated from the University of Edinburgh with a first class LLB and a MSc in Finance and Investment.

Andrew leads QMPF’s energy and renewables advisory business and has experience of both advisory and principal investment across the energy and infrastructure sector.  He re-joined QMPF in 2018 from Macquarie Green Investment Group (GIG), previously the UK Green Investment Bank (GIB), where he spent five years in the Distributed Energy and Onshore Renewables team.  Prior to that was in Quayle Munro’s project advisory team where he worked in the energy, waste, education and health sectors.

Andrew has experience of a range of renewable energy technologies, at different stages of development.  Since re-joining QMPF he has advised on projects incorporating energy storage, onshore wind and solar, energy efficiency, low carbon heat, anaerobic digestion and electric vehicle charging infrastructure.

While at GIG, Andrew worked on both debt and equity transaction.  He led GIG’s work on energy storage, both behind the meter and grid connected, and also on low emission transport, predominantly in the electric mobility space.

Andrew also played a key role in the development of GIB’s on balance sheet lending product for local authorities, closing a number of transactions with local authorities across the UK to fund the retrofit of LED street lighting.

He originally joined Quayle Munro in 2008 from PricewaterhouseCoopers where he was a manager in its Treasury Risk Assurance Services department.

Andrew is a qualified Chartered Accountant, has a MSc in Applied Statistics from the University of Oxford and a BSc (Hons) in Mathematics from Durham University.

Graeme is an experienced financial and commercial adviser specialising in complex project finance transactions and provision of treasury advice. He also provides financial and commercial guidance for options appraisals, public sector procurements, debt raising, refinancing and contract structuring.

Graeme’ combines commercial awareness with extensive financial modelling credentials, having developed models to support a wide range of projects across infrastructure and real estate projects.  His experience stretches across a range of project finance, commercial debt and capital markets structures, including PPP/PFI and similar. He has significant experience supporting contract change in project finance deals, including several refinancings.

He has a particular interest in social housing transactions and is also currently supporting a number of universities for both student accommodation and wider campus development, including district heat and net zero projects. Graeme’s recent projects have included a range of debt structures using bond finance, project finance bank debt, private placements, wrapped debt and indexed leases.

Graeme previously worked in Big 4 practice and has over 20 years infrastructure advisory experience. He is a qualified Chartered Accountant and has a MA (Hons) in Economics and Geography from University of St. Andrews.

Graeme is a keen skier, golfer and triathlete, regularly competing at between sprint and middle distance, if he can avoid injury and find the time to train sufficiently.
